Talks on the ADA Title II document rule

The Title II rule puts every PDF a municipality posts on a deadline. We give plain-English talks and webinars to member organizations: what the rule covers, what we found when we tested 72,921 local government PDFs, and how to shrink the job before anyone pays to fix it.

Presented by Matthew Garbarino, Founder and Principal, Celsari.

60,990 of the 72,921 PDFs we tested failed.

In October 2026 we tested the PDFs on 6,287 local government websites in every state. That study is the starting point for most of our talks, and we bring the results for your own state.

Topics

Each session can stand alone or be combined with another. We fit the content to your members and the time you have.

The Title II document rule in plain English

Who the rule covers, the April 26, 2027 and April 26, 2028 dates, which documents count, the five exceptions, and what WCAG 2.1 Level AA means for a PDF in practice.

What we found in your state’s PDFs

Results from our 2026 scan for the local governments in your state, the failures we see most often, and what each one means for someone using a screen reader. We share state totals with the group. Each member can ask for its own results privately, and we never name or rank members in a talk.

Shrink the job before you pay for it

How the archived content exception works, which old files to retire or replace, which documents to fix first, and how to make new agendas, minutes and forms accessible from the start so the backlog stops growing.

Buying document remediation

What to ask for in a quote request: a price based on the number of pages in a free scan, files that meet WCAG 2.1 Level AA and PDF/UA, a check report for every file, original file names kept, and a record of the work you can show if anyone asks.

Section 504 and the HHS web rule

For health and human services providers: who the HHS rule covers, the May 11, 2027 and May 10, 2028 dates, and how it lines up with Title II.

How sessions work

  • Webinar: 30 to 60 minutes with time for questions, for your members wherever they are
  • Conference or member meeting: a session at your annual conference or a regional meeting
  • A single board or staff: a shorter briefing for one council, board or department

Every attendee gets the slides, our two page Section 504 checklist and a one page summary of the dates. We keep the talk on the rules and the work, not on selling.

What helps us plan

Tell us the date you have in mind, who will attend, roughly how many, and whether it is online or in person.

Bring the rule to your members

Tell us about your organization and your members. We will suggest a topic and a format that fit.
