Accessibility statement

Accessibility at Celsari

We make public documents usable by people with disabilities, so this site has to be usable too. This page says the standard we meet, how we checked, and how to tell us if something doesn’t work for you.

Last updated November 3, 2026.

The standard we hold ourselves to

We hold celsari.com to the Web Content Accessibility Guidelines (WCAG) 2.2 at Level AA. The ADA Title II rule for state and local governments uses WCAG 2.1 Level AA. Version 2.2 includes everything in 2.1 and adds a few more requirements, so meeting 2.2 meets 2.1 as well. PDF/UA is the standard for accessible PDF files.

Where the site stands

celsari.com is conformant with WCAG 2.2 Level AA. That means every page meets every Level A and Level AA requirement, with no exceptions. The PDFs we publish here meet PDF/UA.

What we built in

  • A link at the top of every page to skip straight to the main content
  • The same header, navigation, main area and footer on every page, marked so assistive technology can find them
  • One main heading on each page, with the headings below it in order
  • Text set in Atkinson Hyperlegible, a typeface designed by the Braille Institute for readers with low vision
  • Every page can be used with a keyboard alone, with a visible outline on the item in focus
  • A visible label on every form field
  • Tables with captions and headers a screen reader can announce
  • No video or audio that plays on its own, and no pop ups

What is outside this statement

  • Links to other sites. We link to federal rules and guidance on sites such as ADA.gov, the Federal Register, Treasury, the IRS and EPA. We don’t control those pages or their documents, and some of them may not be accessible.

How we checked

We last reviewed every page and every PDF on this site in November 2026 against each WCAG 2.2 Level AA requirement. We used automated checks and checked by hand: moving through each page with a keyboard alone, listening to it with the NVDA screen reader in Microsoft Edge on Windows, and checking each PDF with veraPDF and a screen reader. We review the site again whenever we add or change a page, and we fix anything we find.
