Shared programs ยท For leagues, councils of governments, counties and regional commissions
One document program for many municipalities
Most municipalities face the same ADA Title II document rule with the same small staff. A shared program lets a league, a council of governments or a county give its members one way to get their documents fixed: one scan, one set of terms and one point of contact.
Each member pays for its own pages, not its population.
A village with 200 pages and a city with 5,000 should not pay the same. Every member gets a fixed written quote based on the number of pages in a free scan of its own site, on the same terms as every other member.
There is no cost to the sponsoring organization.
How it works
- Set up the program. The sponsor and Celsari agree on who can take part, the terms every member gets, and the timeline.
- Scan every member that joins. We scan each participating member’s website for free. Each member gets its own results privately. We never publish or rank members.
- Quote each member in writing. Each member gets one fixed price for its own documents, based on the number of pages in its scan.
- Sign the way your rules allow. Each member signs its own short agreement, or the sponsor contracts for its members where its rules allow it.
- Fix the most used documents first. We work in batches and return each file under its original name, with a check report and a record of the work.
- Train the people who post. A shared session for members’ staff on keeping new documents accessible, so the backlog stops growing. See our talks.
A shared block of pages
Members that want to start small can share a block of pages. The group agrees on the size of the block, each member draws down the pages it uses, and each member is billed only for the pages delivered to it.
How public members pay
- The document fix is the main purchase. It is a one time purchase at a fixed price in a signed agreement, billed by invoice. Where a grant allows it, grant funds can pay for the fix.
- Nothing is paid in advance.
- Upkeep for new documents is optional. It is a 12 month agreement that each member renews in writing each fiscal year, billed monthly after the work, with a non-appropriation clause.
- Nothing renews automatically.
Who it fits
- State municipal leagues and their member municipalities
- Councils of governments and regional planning commissions
- Counties working with the municipalities inside them
- School unions, library cooperatives and special district associations
- Clerks’, finance officers’ and managers’ associations
Questions sponsors ask
Does every member have to join?
No. Each member decides for itself. The program sets the terms so that any member that wants to join can do so quickly.
What if a member has its own purchasing rules?
We work within them and provide the paperwork they call for, such as written quotes and a W-9.
Do members see each other’s results?
No. Each member sees only its own scan, quote and work record. A sponsor can see totals for the whole program.
